The policies of the ARRL are established by 15 Directors who are elected to the Board on a geographical basis, with elections for three-year terms held in five divisions each year. At the same time, Vice Directors are elected on the same basis. Responding to solicitations in the July and August issues of QST, ARRL members in the Central, Hudson, New England, Northwestern and Roanoke Divisions have nominated 14 candidates for the 10 positions of Director and Vice Director.

Seven incumbents have been declared elected without opposition; per Article 19 of the ARRL By-Laws, if there is only one eligible candidate for an office, he or she will be declared elected by the Ethics and Elections Committee. If there is more than one eligible candidate for an office, the full members in that division who are in good standing as of September 10, 2012 will have the opportunity to cast ballots. As such, there will be balloting for the Director positions in the Hudson and Northwestern Divisions, as well as for the Vice Director position in the Northwestern Division. Balloting will begin no later than October 1, 2012 and will conclude at noon (EST) Friday, November 16, 2012. The candidate receiving the most votes will be declared the winner.

Central Division

• Incumbent Central Division Director Dick Isely, W9GIG, of St Charles, Illinois, was unopposed for the position and was declared re-elected without balloting. Isely has served as Central Division Director since 2001.
• Vice Director Kermit Carlson, W9XA, of Batavia, Illinois, has been elected to serve his second term as Vice Director. He also serves as Chairman of the League’s VHF/UHF Advisory Committee (VUAC); he was appointed to that committee in 2005 and has served as Chairman since January 2009.

Hudson Division

• Joyce Birmingham, KA2ANF, of Ridgewood, New Jersey, will face ARRL New York/Long Island Section Manager Mike Lisenco, N2YBB, of Brooklyn, New York. Birmingham is seeking her first full term as the ARRL Hudson Division Director. In 2003, she was elected ARRL Hudson Division Vice Director and was re-elected for two more terms in 2006 and 2009. When then-ARRL Hudson Division Director Frank Fallon, N2FF, resigned from the Board in January 2011, Birmingham moved into the Director’s position.
• Hudson Division Vice Director William Hudzik, W2UDT, of Gillette, New Jersey, was declared re-elected without balloting. This will also be Hudzik’s first full term; he was appointed in January 2011 to replace Birmingham when she moved into the Director’s position.

New England Division

• New England Division Director Tom Frenaye, K1KI, of West Suffield, Connecticut, was declared re-elected without opposition. This will be Frenaye’s ninth term on the Board. He served as New England Division Director from 1985-1992 and was re-elected in 1997 and has served since. Frenaye is currently Chairman of the Board’s Administration and Finance Committee.
• New England Division Vice Director Mike Raisbeck, K1TWF, of Chelmsford, Massachusetts, was also declared re-elected without opposition. Raisbeck has served as Vice Director of the ARRL New England Division since 1997.

Northwestern Division

• Current ARRL Northwestern Division Director Jim Fenstermaker, K9JF, of Vancouver, Washington, will face challenger William Balzarini, KL7BB, of Auburn, Washington. Fenstermaker has served as Director since 2005. Prior to being elected as Director, Fenstermaker was appointed Northwestern Division Vice Director in 1999, replacing Greg Milnes, W7AGQ, when Milnes moved up to Director upon the death of then-Director Mary Lou Brown, NM7N.
• Incumbent ARRL Northwestern Division Vice Director Grant Hopper, KB7WSD, of Everett, Washington, chose not to seek election for his first full term as Vice Director of the ARRL’s Northwestern Division. Hopper was appointed Vice Director in February 2010 when the position became vacant when no one submitted the necessary election materials needed to run for the Vice Director during the regular election cycle. Three hams are vying to be the next Northwestern Division Vice Director: James Pace, K7CEX, of Centralia, Washington; William Sawders, K7ZM, of La Pine, Oregon, and Daniel Stevens, KL7WM, of Kent, Washington.

Roanoke Division

• Roanoke Division Director Dennis Bodson, W4PWF, of Arlington, Virginia, Missouri, was declared re-elected without opposition. Bodson has served as Director since 2000. Prior to being elected as Director, he served as Roanoke Division Vice Director from 1993-1999.
• Roanoke Division ViceDirector James Boehner, N2ZZ, of Aiken, South Carolina, was also running unopposed and is therefore declared re-elected without balloting.This will be Boehner’s second term as Vice Director. He defeated former West Virginia Section Manager Hal Turley, W8HC, of Huntington in 2010 when then-ARRL Roanoke Division Vice Director Patricia Hensley, N4ROS, decided not to seek another term.

Balloting

Members who are eligible to vote and for whom the ARRL has a valid e-mail address will be sent instructions on how to vote electronically. All other members who are eligible to vote will receive ballots by USPS. The election will be conducted by Survey & Ballot Systems of Eden Prairie, Minnesota, which has more than 20 years of experience with association elections. Whether cast electronically or on paper, all votes will be by secret ballot. A representative of the Ethics and Elections Committee will be present to observe the tabulation of results.

Absentee Ballots

A full member who is residing temporarily outside his or her home Division, including overseas, may arrange to vote in the home Division by notifying the Secretary prior to September 10, 2012, giving their current mailing address as reflected in the ARRL membership records (such as their QST mailing address) and the reason why another Division is considered home. Members with overseas military addresses should take special note of this provision; in the absence of information received to the contrary, ballots will be sent to them based on their postal addresses.
